Glebe Football Club Rules
These rules form the Glebe FC club by-laws for use by all officials, players and parents involved with Glebe Football Club
Alteration to the Rules
a) Alteration to these rules shall only be made at the clubs AGMs (or EGMs in exceptional circumstances, convened for that purpose).
2. FA Charter Standard and Glebe FC Codes of Conduct
a) The club has set standards as outlined by the FA for charter standard football clubs and will maintain these standards at all times. The standards are outlined in Appendix I and cover codes of conduct for all officials, players, parents and spectators. Glebe FC expects everyone involved with the club to adhere to these codes of conduct at all times.
b) Contravention of these codes of conduct may result in the club taking disciplinary action against those contravening the codes of conduct. This may lead to suspension of membership or expulsion from the club.
3. Child Welfare
a) The club is fully committed to child welfare and believes that every young person who participates in the club activities should be able to take part in an enjoyable and safe environment and be protected from abuse.
b) It is the responsibility of everyone involved in Glebe Football Club to take action regarding concerns about the welfare of a child or young person. The club structure must allow a mechanism for concerns to be aired through correct channels and procedures set out in the FA Child Protection procedures and practices handbook 2004.
c) The club is committed to raising awareness of child protection awareness to all persons involved with the Club and the role of the Child Welfare Officer.
The Club will screen all volunteers prior to them taking up their roles.
e) Persons found guilty of contravening the FA Child Protection rules and regulations will be subject to disciplinary action under the Club's constitution.
4. Discrimination
a) The club is committed to addressing and eliminating discrimination, whether by reason of sex, sexual orientation, race, nationality, ethnic origin, colour, religion, age or disability.
b) The club will not tolerate any discrimination or treat anyone less favourably on these grounds and in such event appropriate action will be taken, as decided by the clubs committees.
5. Teams
a) The team structure is determined by the clubs management committees each season.
Any application for a new team to join the club will be voted on by the management committee.
All officers must be screened and approved by the management committee prior to appointment
6. Indemnity
a) The club shall possess public liability insurance for all its members in accordance with FA charter standard recommendation.
7. Social Activities
a) The club organises a variety of social events which provide revenue for the club.
b) Appropriate members and parents may be asked to contribute to the planning and delivery of such events. By joining Glebe FC parents accept the responsibility to contribute to club activities to ensure the financial and social success of the club
8. Misconduct
a) Misconduct will be defined as any action that contravenes the club codes of conduct or brings the club into disrepute.
b) Any club official, player, parent or supporter found guilty of misconduct suspension or expulsion from the club as determined by the clubs disciplinary committee.
c) Any penalty issued by the club will be recorded and monitored by the club executive committee.
9. Disciplinary Committees
a) In the event of a member, coach, parent or official of the club breaching club rules or codes of conduct the person concerned will be asked to present to a disciplinary committee.
b) For players, disciplinary committees are ad-hoc committees comprising of three members of the general management committee one of whom should be an executive member. The players manager must also attend. A parent must attend on behalf of the player.
c) For officials, disciplinary committees are four members of the executive committee. Officials are also allowed one representative to sit on the committee on their behalf.
d) Disciplinary committees must be convened within twenty-eight days of notification of the incident.
e) Decisions may be postponed in order to hear additional evidence, where appropriate but for no longer than twenty-eight days from the initial meeting.
f) All members have the right to appeal. Appeals to disciplinary committee decisions must be received in writing, by the club chairman or secretary, within seven days of the decision announcement.
10. Reporting Procedures
a) In the event of any player, member, official or parent, who in the view of another member has broken the club rules, code of conduct or club policies or potentially brought the club into disrepute, the following procedures will apply:
The incident should be reported to the club chairman, secretary or a Committee Member
The report should include full details of what, when and where the incident took place, witness statements, names and other relevant details
In cases of possible child abuse, details should be forwarded to the Club Child Welfare Officer
The relevant club committee will consider the matter, and will have the power to hold a formal hearing at a date to be agreed under rule 9(d)
The club committee will have the power to warn the person(s) on future conduct, suspend the individuals membership or expel the member
Persons found guilty of breaking club rules and, due to the severity of the offence are expelled from the club must pay all outstanding monies owing to the club and return any kit items.
The club will not release the player to play elsewhere until all outstanding items (money and kit) are returned to the club. In addition if the player leaves without settling matters, the club will report such a player to playing leagues (Bexley, Tandridge, etc) until they have settled all matters with the club. Copies of all correspondence will be sent to the London FA.
Glebe Football Club Officers
a) As the club has grown it has become necessary to create new roles in order to share the key responsibilities and workload.
b) Outlined below are the key duties and responsibilities of key officers within the club. These responsibilities may be shared or transferred as agreed by the relevant management committees.
CHAIRMAN
The Chairman is head of the club. He will be required, along with the Secretary, to make important on the spot decisions that affect the club. He and the Secretary should keep the Committee informed all important developments.
SECRETARY
The Secretary is required to:
Affiliate to and communicate with the County Association
Apply to and communicate with Leagues the club belongs to.
Keep a register of all Officials & Players
Kept main correspondence and club papers and circulates minutes and notices as appropriate.
Notify both County and League(s) of any changes in personnel
Share all major decision and disciplinary matters in the club
Pitch Hiring
Notification to opponents of venue and time
Kit and equipment management
Referee notification
Result notification to League
ASSISTANT SECRETARY
To support the Club Secretary and act on his/her behalf in his/her absence.
TREASURER
The Treasurer is responsibly for handling all income and expenditure and must keep proper Books of Account. The treasurer must submit a balance sheet at Committee Meetings and produce a full account of the club finances at the end of the season.
CHILD WELFARE OFFICER
The person should be qualified and should have attended the relevant F.A. Child Protection approved course.
The role should ensure every adult involved in Glebe is aware that all children who play or participate do so in an enjoyable and safe environment and are protected from abuse.
Will be responsible for overseeing the FA's Child Protection procedures and practices.
MINI-SOCCER REPRESENTATIVE
Key responsibility for co-ordination of all mini-soccer activities within the club.
Attend relevant league mini-soccer meetings and act as point of contact for the club on all matter of mini-soccer.
ELEVEN-A-SIDE REPRESENTATIVE
Key responsibility for representation of all eleven-a-side activities within the club.
Attend relevant league meetings and act as point of contact for the club on all matter of mini-soccer.
FIXTURES SECRETARY
Notification to opponents / Glebe Club Managers of venue and time
CLUB DEVELOPMENT OFFICER
To review and develop the clubs charter standard status
Develop strategies to improve the club facilities, policies and protocols
KIT MANAGER
Kit and equipment management, including regular inventories of all club property.
SOCIAL SECRETARY
Arrange social events and outings
FIRST AID OFFICER
Oversee first aid and health and safety arrangements at the clubs training and playing facilities
TRAINING OFFICER
To be responsible for setting all training programmes, strategy, coordination and recruitment of the coaches

To be responsible for overall management of Glebe FC website
COACHING REPRESENTATIVE (HEAD OF COACHING)
Represent the coaches at management committees

A Code of Conduct for Football
This code applies to all those involved in football at Glebe Football Club under the auspices of The Football Association. Football is the national game. All those involved with the game at every level and whether as a player, match official, coach, owner, of administrator, have a responsibility, above and beyond compliance with the law, to at according to the highest standards of integrity, and to ensure that the reputation of the game is, and remains, high.
Community
Glebe Football Club, at all levels, strives to be vital part of the community. Football should be accountable to the community.
Equality
Glebe Football Club is opposed to discrimination of any form and will promote measures to prevent it, in whatever form, from being expressed.
Participants
Glebe Football Club recognises the sense of ownership felt by those who participate at all levels of the game. This includes those who play, those who coach or help in any way, and those who officiate, as well as administrators and supporters. Football is committed to appropriate consultation.
Young People
Glebe Football Club acknowledges the extent of its influence over young people and pledges to set a positive example.
Propriety
Glebe Football Club acknowledges that public confidence demands the highest standards of financial and administrative behaviour within the game, and will not tolerate corruption or improper practices.
Trust and Respect
Glebe Football Club will uphold a relationship of trust and respect between all involved in the game, whether they are individuals, clubs or other organisations.
Violence
Glebe Football Club rejects the use of violence of any nature by anyone involved in the game.
Fairness
Glebe Football Club is committed to fairness in its dealings with all involved in the game.
Integrity and Fair Play
Glebe Football Club is committed to the principle of playing to win consistent with, and only with Fair Play.
Code of Conduct for Coaches
Glebe Football Club Coaches have to be aware that almost all of their everyday decisions and choices of actions, as well as strategic targets, have ethical implications.
Glebe Football Club Coaches are key to the establishment of ethics in football. Their concept of ethics is their attitude directly affects the behaviour of players under their supervision. Coaches are, therefore, expected to pay particular care to the moral aspect of their conduct.
It is natural that winning constitutes a basic concern for coaches. This code is not intended to conflict with that. However, the code calls for coaches to disassociate themselves form a win-at-all-costs attitude.
Increased responsibility is requested from coaches involved in coaching young people. The health, safety, welfare and moral education of young people are a first priority, before the achievement or the reputation of the club, school, coach or parent.
Set out below is The FA Coaches Association Code of Conduct (which reflects the standards expressed by the National Coaching Foundation and the National Association of Sports Coaches), which forms the benchmark for all involved in coaching:
Coaches must respect the rights, dignity and worth of each and every person and treat each equally within the context of the sport.
Coaches must place the well-being and safety of each player above all other considerations, including the development of performance.
Coaches must adhere to all guidelines laid down by governing bodies.
Coaches must develop an appropriate working relationship with each player based on mutual trust and respect.
Coaches must not exert undue influence to obtain personal benefit or reward.
Coaches must encourage and guide players to accept responsibility for their own behaviour and performance.
Coaches must ensure that the activities they direct or advocate are appropriate for the age, maturity, experience and ability of players.
Coaches should, at the outset, clarify with the players (and, where appropriate, parent) exactly what is expected of them and also what they are entitled to expect from their coach.
Coaches must co-operate fully with other specialists (e.g. other coaches, officials, sports scientists, doctors, physiotherapists) in the best interests of the player.
Coaches must always promote the positive aspects of the sport (e.g. fair play) and never condone violations of the Laws of the Game, behaviour contrary to the spirit of the Laws of the Game or relevant rules and regulations or the use of prohibited substances or techniques.
Coaches must consistently display high standards of behaviour and appearance.
Not to use or tolerate inappropriate language.
Code of Conduct for Players
Fair Play and respect for all others in the game is fundamentally important.
Players are the most important people in the sport. Playing for the team, and for the team to win, is the most fundamental part of the game. But not winning at any cost Fair Play and respect for all others in the game is fundamentally important.
The key concepts in the Code are valid for players at all levels.
Obligations towards the game A Glebe Football Club player should:
Make every effort to develop their own sporting abilities, in terms of skill, technique, tactics and stamina.
Give maximum effort and strive for the best possible performance during a game, even if his team is in a position where the desired result has already been achieved.
Set a positive example for others, particularly young players and supporters.
Avoid all forms of gamesmanship, and time wasting.
Always have regard to the best interests of the game, including where publicly expressing an opinion on the game and any particular aspect of it, including others involved in the game.
Not use inappropriate language.
Obligations towards ones own team A Glebe Football Club player should:
Make every effort consistent with Fair Play and the Laws of the Game to help his own team win.
Resist any influence, which might, or might be seen to, bring into question his commitment to the team winning.
Respect for the Laws of the Game and Competition rules A Glebe Football Club player should:
Know and abide by the Laws, rules and spirit of the game, and the competition rules.
Accept success and failure, victory and defeat, equally.
Resist any temptation to take banned substances or use banned techniques.
Respect towards Opponents A Glebe Football Club Player should:
Treat opponents with due respect at all times, irrespective of the result of the game.
Safeguard the physical fitness of opponents, avoid violence and rough play, and help injured opponents.
Respect towards Match Officials A Glebe Football Club player should:
Accept the decision of the Match Official without protest.
Avoid words or actions, which may mislead a Match Official.
Show due respect towards Match Officials.
Respect towards Team Officials A Glebe Football Club player should:
Abide by the instructions of their Coach and Team Officials, provided they do not contradict the spirit of this Code.
Show due respect towards the Team Officials of the opposition.
Obligations towards Supporters A Glebe Football Club player should:
Show due respect to the interests of supporters.

Team officials should:
This code applies to all team / club officials (although some items may not apply to all officials).
Obligations towards the Game The Glebe Football Club team official should:
Promote and develop his own team having regard to the interest of the players, supporters and reputation of the national game.
Share knowledge and experience when invited to do so, taking into account the interest of the body that has requested this rather than personal interests.
Avoid all forms of gamesmanship.
Show due respect to match officials and others involved in the game.
Always have regard to the best interests of the game, including where publicly expressing an opinion of the game and any particular aspect of it, including others involved in the game.
Not use or tolerate inappropriate language.
Obligations towards the Team The Glebe Football Club team official should:
Make every effort to develop the sporting, technical and tactical levels of the club/team, and to obtain the best results by the team, using all permitted means.
Give priority to the interests of the team over individual interests.
Resist all illegal or unsporting influences, including banned substances and techniques.
Promote ethical principles.
Show due respect to the interests of players, coaches and other officials, at their own club/team and others.
Obligations towards the Supporters The Glebe Football Club team official should:
Respect towards the Match Officials A Glebe Football Club team official should:
Accept the decisions of the Match Official without protest.
Code of Conduct for Parents / Spectators
Ensure that parents / spectators within the club are always positive and encouraging towards all of the children not just their own.
Parents / Spectators have a great influence on childrens enjoyment and success in football. All children play football because they first and foremost love the game its fun.
It is important to remember that however good a child becomes at football within your club it is important to reinforce the message to parents / spectators that positive encouragement will contribute to:
Children enjoying football.
A sense of personal achievement.
Self-esteem.
Assist to improve the childs skills and techniques.
A parents / spectators expectations and attitudes have a significant bearing on a childs attitude towards;
Other players.
Officials.
Managers.
Spectators.
Ensure that parents / spectators within your club are always positive and encouraging towards all of the children not just their own.
Encourage parents / spectators to:
Applaud the opposition as well as you own team.
Avoid coaching the child during the game.
Not to shout and scream.
Respect the referees decision.
Give attention to each of the children involved in football not just the most talented.
Give encouragement to everyone to participate in football.
Ensure that parents / spectators within your club agree and adhere to the clubs Code of Conduct and Child Protection Policy.
CLUB CONSTITUTION 2008/09
1.Name
a)The club shall be called Glebe Football Club (referred to as the club). The club is affiliated to the London Football Association.
2.Aim and Objectives
a)The clubs overriding aim is to offer coaching, training and playing facilities to its members.
•The objectives are to raise playing standards and to increase participation through a structure that encourages best practice.
•The club has a policy of providing coaching to the highest standard maintaining the importance of fair play and sportsmanship at all times.
•To promote the FA codes of conduct to its members
3.Status
a)This document replaces all previous versions of the club constitution and forms a contractual agreement between the club and its subscribing members
4.Affiliation
a)The club is affiliated to the London Football Association.
b)The clubs teams will be affiliated to football leagues according to club policy and following decision under the guidance of the clubs management committee(s).
5.Membership
a)Membership is open to all in accordance with subscription and compliance with club rules.
b)Only registered club members with current membership may play competitively, for Glebe Football Club teams, during the season.
c)Current membership is defined as those members that have paid monthly subscriptions fees by the due date each month.
d)All new members must complete a club registration form, and will be entered into the register of members for that season.
e)The register of members shall be kept by the club (membership) secretary.
f)Membership will be dependant upon compliance with all relevant club codes of conduct. These will be issued to the member on acceptance and must be signed for.
g)Membership confers voting rights at AGM or EGM of one vote per member (Junior members voting rights are transferred to one parent)
h)Membership appeals or disputes should be submitted to the club chairman or secretary for consideration by the management committee.
6.Resignation and Expulsion
a)Following resignation or expulsion from the club a members name will be removed from the register of members and they will no longer be eligible to play for Glebe Football Club.
b)Resignation of a member can be accepted by any club officer (preferably the players manager).
c)Following resignation of a player the respective manager must inform the club secretary within seven days. Following resignation of a club officer the respective officer must inform either the secretary, chairman or an executive committee officer within seven days.
d)On resignation or expulsion from the club all club property shall be returned to the respective team manager or the club secretary.
e)No individual officer of the club may expel a player. The decision to expel a player or officer from the club can only be by unanimous decision following deliberation by the executive committee.
f)Expulsion from the club can result from failure to comply with the clubs policies or codes of conduct and may not be solely due to the conduct of the player. Conduct and actions by others related to the player can also affect a players membership status.
g)Players that have resigned or been expelled from the club shall not be entitled to any claim or share of the club assets in the event of dissolution.
h)Expulsions shall be notified in writing to the person concerned from the club secretary.
i)Any appeal against expulsion must be received by the club chairman (or secretary) within fourteen days of the date of expulsion. Appeals shall be discussed, and decisions made, at the next executive committee meeting.
7.Fees
a)Each member shall pay an annual membership fee determined by the management committee. Fees for the next season will be confirmed and ratified at the AGM of the current season.
b)The non-refundable annual membership fee must be paid at submission of the players registration document(s).
c) Each member shall pay a monthly subscription fee determined by the management committee. The first months payment will be due at the same time as the annual membership fee. Thereafter it is the Managers responsibility to collect monthly subscriptions by the 1st of the month and to promptly pay the monies to the Club Treasurer no later than the date of the monthly committee meeting. The subscription period covered is 1st September 31st May. Monthly subscriptions fees are non-refundable.
d)Each member pays their annual membership fee and monthly subscription fee to their manager. This teams annual membership fees and monthly subscription fees must be paid to the club treasurer at the respective monthly management meetings. (Currently the third Thursday of every month)
e)Any member whose monthly subscription fee is not received by the club at the monthly managers meeting will have their membership temporarily suspended at that date. Repeated failure of payment may lead to expulsion. Membership will re-commence when subscriptions are current.
f)Any member who owes monies to the club at the end of May, will not be invited to rejoin the club in the following season. (i.e. Annual membership fees, monthly subscriptions or any other monies like tour payments).
g)In exceptional circumstances the management committee may consider temporary suspension of membership and monthly subscription fees not collected. For example, in cases where an injured player may be incapacitated for an extended period. This will apply for a period of one month at a time and will be reconsidered by the management committee at each subsequent meeting.
h)Membership of mini soccer teams should comprise of at least nine registered and paying members. Eleven-a-side teams should have at least fourteen registered and paying members.

b)All officers shall stand for a term of one year following election at the AGM.
c)Individuals may hold more than one officer role within the club but only have one vote at committee.
d)Officers may stand for re-election annually.
e)Officer duties and responsibilities are formulated by the executive committee. Job descriptions shall be available from the club chairman or secretary on request.
f)Should an officer resign, or be expelled, between AGMs a new officer may be temporarily elected by the executive or management committees until full election at the next AGM.
g)Ex-officio members may be elected by the management or executive committees as required.
h)Applications for elections to officer posts should be made to the club chairman or club secretary.
9.Club Committees
a)The club shall be controlled by two central committees: a general management committee and an executive committee.
b)Committee decisions shall be made by simple majority vote of those in attendance with each individual entitled to one vote
c)Requests for an extraordinary meeting of either of the 2 main club committees can be made by any officer of the club to the club chairman or secretary when special issues and circumstances arrive.
9.1Executive Committee
a)The executive committee shall comprise of the following officers:

b)A quorum of this committee shall be six officers.
c)Meetings are held bi-monthly by arrangement.
d)One person present shall duly record proceedings.
9.2General Management Committee
a)The general management committee shall comprise of the following officers:
The Treasurer
b)A quorum of this committee shall be seven non-executive officers and two executive members.
c)Meetings are held monthly (currently the third.Thursday of each month).
e)Officer roles that are shared by two or more people shall have only one representative present at meetings and have one vote.
f)Each team shall be represented by a single member who may be proxy for the official representative of that team. Proxy representatives shall not be entitled to vote on decisional matters of the committee not posted in advance of the meeting.
g)Proxy representatives do not comprise a part of the quorum of the committee.
h)Any team not represented at the monthly meetings for two consecutive months, will be asked to appear before the executive committee.
i)Proxy votes are allowable on agenda items that have been distributed in advance. The club chairman or secretary must be informed of a voting proxy representative in advance of the meeting.
9.3Ad-Hoc Committees
a)The club has the power to appoint ad-hoc committees (e.g. a disciplinary committee) as necessary from time to time comprising of members of the executive and general management committees in accordance with the club rules.
b)Structure and powers of any ad-hoc committees shall be in line with the general management and executive powers and duties as laid down in the club constitution.
10.Powers and Duties of Committee
a)The property and assets of the club shall be vested in the Management Committee.
The executive committee shall have the power to fill any vacancies arising in its membership between Annual General Meetings.
b)The Management Committee shall have the power to fill any vacancies arising in its membership between Annual General Meetings.
c)The club committees shall have jurisdiction over any matter not provided for in the club rules and have the power to decide all questions and disputes arising in respect of the club rules.
11.Annual General Meetings (AGM)
a)An AGM shall be held each year to:
i)Receive and approve reports of the clubs activities over the previous year.
ii)Receive and approve a report of the clubs finances over the previous year
iii) Receive new officers elected to the club committees
iv)Receive and approve changes to the club constitution and any new or existing policies voted by those present.
v)Consider any other business
b)All current members of the club are entitled to attend the AGM.
c)Twenty eight days notice must be given of an AGM to all members on the current register of members.
d)A quorum for an AGM shall be the club chairman, secretary and seven non-executive officers and two executive members.
e)The Chairmans (or acting Chairman for any meeting) only voting right is to give a casting vote when required.
11.Extraordinary General Meetings
a)Extraordinary general meetings may be convened by the executive or general management committee as deemed necessary upon the written request of at least seven members.
b)Twenty one days notice must be given to current members.
c)An EGM Quorum will be as per AGMs.
12.Club Finances
a)Club accounts shall be opened in the name of Glebe Football Club.
b)Books of club accounting records shall be kept by the club treasurer and be audited yearly.
c)Accounting records must be kept for ten years.
d)Official receipts for all monies shall be signed by the club treasurer.
e)Signaturies for club cheques shall be two of the following:

f)The financial accounting period shall run from the first June each year to thirty-first May the following year. (e.g. 1/6/2004 31/5/2005)
13.Dissolution
a)A resolution for dissolution of the club can only be passed at an AGM or EGM and must carry three quarters of the vote of those in attendance.
b)Dissolution will take affect from that date and the remaining executive officers will be responsible for the completion of club business and responsibilities.
c)Club assets and liabilities will be distributed between the current members as shown on the current register of members.

New Venue from Sept 2009. All Mini-Soccer Teams & U11 - U14's. Entrance is on Oxhawth Crescent. Parking on site is restricted, please park on Oxhawth Crescent. Hot and Cold Drinks, Bacon Rolls, Hot Dogs and snacks available up to 12. Heated changing rooms also available.

Bromley Town Cricket Club can be accessed via Bromley Football Club or Nuffield Leisure Centre on Hayes Lane. There is plenty of parking available on site. There is a Club House with Changing Rooms and Toilets, refreshments will also be available.

off Wickham Way
Marked on the map as Sport Ground, OD's can be accessed by either St Dunstans Lane or Hawksbrook Lane.
Both of these roads are off Wickham Way.
